세금폭탄으로 금융중심지 런던의 위상이 흔들리고 있다.

얼마전 영국에서 도입되기로 한 금융권 고액 보너스에 대한 특별세금과 관련해서 런던이 금융중심지로서 위상을 잃고 있다는 내용입니다. 며칠전에 골드만 삭스가 런던의 직원들 중 상당수를 스페인으로 옮길 수도 있다고 이야기 했다는데, 이 기사도 비슷한 내용이 많습니다. 영국 세입에서 금융기관 종사자들과 금융기관이 차지하는 비중이 워낙 크다 보니, 고액세금으로 금융권에 타격을 입히면 정치적인 효과는 있겠지만 결국 납세자들이 타격을 받지 않겠냐는 내용도 있습니다. 역시 economist 답습니다. ㅎ

구제금융으로 막대한 돈이 들어가고, 경기부양으로 더 많은 돈이 들어가고, 대중의 분노와 세원확보를 위해 세금은 올라가고, 돈 낼 사람은 다른 나라로 가버리고.. globalzation된 세계입니다.

워낙 금융산업이 발달한 곳이고 대체할 만한 곳도 마땅치 않으니 런던의 지위는 아직 안정적으로 보입니다.하지만 세금폭탄 맞고 멍청히 있을 사람은 없죠.  'The city’s status as a financial centre is not a God-given right.' 라는 마지막 문장이 재미있네요.

AT THE start of the 1960s London’s status as a financial centre was in gentle decline, reflecting Britain’s waning importance in the global economy. Then the American government helpfully imposed Regulation Q and the Interest Equalisation Tax, two measures that encouraged investors to hold a lot of their dollars offshore. London became the centre of the so-called Euromarket, attracting more international banks than New York.

Many funds are looking at Geneva. Fewer have moved

“MY GOD, Gordon Brown must admire Switzerland,” exclaims François Micheloud, of Micheloud & Cie. “He is sending us so many of his best countrymen, and they are not all Scots.” His firm, which helps rich people move to Switzerland, has seen a steady increase in business over the past two years or so since Britain changed the rules on how it taxes foreign residents.
